question do you even know whether or not dragons have a jaw structure suited to speech? i mean we can't have a jaw structure so complex that dragons could not have similar

The dragon is always depicted roaring and so it can not have such a complicated jaw that it could not speak
To the well organized mind death is but the next great adventure

Why assume that the dragons must speak like we do? What if their language employs subtle twists on the standard stentorian bellow?

i wasn't just why should we automattically say they can't is what i was pointing out and maybe they did speak mind to mind so they didn't need the proper mouth structure to speak to humans or maybe even WE adopted their language
